GENERAL COMPETITION REGULATIONS | FOOTBALL 7 - 2024

CHAPTER I Purpose:

ARTICLE 1 - The purpose of the competitions held by Football 7 is to develop Football 7 worldwide, encouraging the practice of the most popular sport among amateur athletes in the country, providing a high-level organization.

CHAPTER II Organization:

ARTICLE 2 - The event will adhere to organizational criteria established by Football 7, respecting the statutes and recommendations of the World Association of Football 7 Clubs, with the technical coordination of the matches being exclusively managed by Football 7 or an authorized company.

ARTICLE 3 - Match reports and/or referees' reports and/or Arena Delegate reports for each match will be considered valid documents for the purpose of confirming results, technical occurrences, and disciplinary issues.

Note 3.1: All disciplinary occurrences may be presented in report form to the Organizing Committee, along with the match summary, for evaluation, judgment, or possible penalties.

Note 3.2: The Arena Delegate must be present at the Sports Complexes where the matches are held and may not intervene or comment on the events until 24 hours after the incident, except when an exceptional situation requires an immediate decision to continue or suspend the match.

ARTICLE 4 - The matches will be held at sports complexes on dates and times defined by the Organizing Committee. The committee reserves the right to change the schedule without prior notice due to any unforeseen issues during the event.

ARTICLE 5 - The Organizing Committee will not be responsible for accidents or incidents of any nature occurring during the competition.

ARTICLE 6 - During matches, no unauthorized individuals are allowed on the field, except representatives of the Organizing Committee.

CHAPTER III Registrations:

ARTICLE 7 - Registrations must be completed using specific forms, including the participation contract, at authorized locations, via email, or the official website, and the registration fee will vary according to the competition. A technical meeting will only be held if teams or athletes are summoned, and all communication with the clubs will be conducted via email, bulletins, phone messages, and the official website. It is mandatory for teams to thoroughly read these bulletins and the competition regulations.

Note 7.1: The competitions will be held in the following categories: adult open male and female, master (+35 years), youth (U-09, U-11, U-13, and U-15), and university.

Note 7.2: Each championship will have a specific competition format, which will be published separately from this general competition regulation.

Note 7.3: All registered athletes must undergo medical examinations before the start of the competition, as they are responsible for their physical, clinical, and mental condition. Each team has the right to bring their own doctor on match days.

CHAPTER IV Competition:

ARTICLE 8 - The competition will be held among teams registered within the legal deadline and complying with all stipulated rules. The competition format will be determined by the Organizing Committee and communicated to the teams before the competitions.

Note 8.1: In addition to match officials, the following individuals may remain on the playing field: coach, assistant, doctor, and registered players participating in the match. Only the coach and players in the warm-up area may stand; all others must remain seated, subject to removal from the match. According to international Football 7 rules, only the coach may address the referees, in an occasional and respectful manner.

Note 8.2: Points will be awarded as follows: Win - 3 points, Draw - 1 point, Loss - 0 points. In knockout matches, ties will be decided by penalty kicks.

Note 8.3: Athletes who do not show up, causing a W.O. (Walkover), will be banned from competitions for 1 year, and the team will be automatically disqualified from the competition.

ARTICLE 9 - The officials assigned to the referee panel will be designated by Football 7, following the official international rules of the game, according to the FIF7 rulebook.

ARTICLE 10 - In case of a tie between two teams in any phase other than a single-elimination round, the following tiebreaker criteria will be applied: 1st Number of victories; 2nd Direct confrontation; 3rd Goal difference; 4th Fewest goals conceded; 5th Fewest number of cards (yellow: 1 point; red: 2 points); 6th Draw. Note 10.1: In case of a tie in single-elimination matches, penalties will be taken alternately until the winner is determined.

Note 10.2: A team that loses points due to disciplinary punishment or the use of an irregular player will always be considered the loser for tiebreaker purposes.

ARTICLE 11 - In case of a tie between three or more teams in the group stage of the tournament, the following tiebreaker criteria will be applied: 1st Number of victories; 2nd Goal difference; 3rd Fewest goals conceded; 4th Fewest number of cards (yellow: 1 point; red: 2 points); 5th Draw. Sole Paragraph - The team that has lost points due to disciplinary punishment or use of an irregular player will always be considered the loser for tiebreaker purposes. If one of the three tied teams has suffered a technical loss, the tiebreaker criteria outlined in Article 10 of this regulation will only apply to the two tied clubs.

ARTICLE 12 - The prizes for each championship will be announced in an annex to the competition format and specific competition guidelines.

ARTICLE 13 - The scheduled times outlined in the competition table must be strictly adhered to, unless otherwise determined by Article 14. The referee for each match will enforce this compliance without needing to grant any leniency. Teams must be on the field in legal playing conditions within the scheduled time frame. Only the match delegate may allow a delay/change of schedule or apply the WO.

ARTICLE 14 - Teams not complying with the regulations will be considered losers by WO, and the result of all their matches in the competition will be recorded as 6x00 in favor of the opposing team. The team and all its athletes will be disqualified and suspended for one season, with the option to reverse the penalty by paying a fine.

ARTICLE 15 - Matches in the adult open male, female, and master categories consist of two running halves of 25 minutes, with a 5-minute break. Matches in the youth categories will have reduced playing times as established by the official rulebook of the modality.

CHAPTER V Discipline:

ARTICLE 16 - Matches will be conducted according to the rules of the International Football 7 Federation. Note 16.1: Athletes and technical staff members not carrying an official document cannot participate in the matches. Official documents include: ID card, passport, professional ID, driver's license, or military ID. All documents must have an up-to-date photo that allows for participant identification.

Note 16.2: A participant who receives 3 (three) yellow cards during the event will be automatically suspended from the next match their team plays. Suspended participants may not attend the sports complex to accompany their team during the suspension period.

Note 16.3: A participant who receives a red card will be automatically suspended from their team's next match and may face a more severe penalty in cases of indiscipline. Suspended participants may not attend the sports complex to accompany their team during the suspension period.

Note 16.4: If the match in which the athlete is to serve the suspension is postponed, the athlete must serve the suspension in the next available match, regardless of the opponent or competition phase. Suspended participants may not attend the sports complex to accompany their team during the suspension period.

Note 16.5: Any team member who physically assaults an opponent, referee, or organizing committee member will face legal action and be banned for 1 year or indefinitely from Football 7 competitions, depending on the severity of the incident. The team will be immediately disqualified from the championship and may be denied entry to future events. In severe cases, the team may be barred from other competitions they are participating in with Football 7.

Note 16.6: Any team member who disrespects and/or threatens an opponent, referee, organizing committee member, or the sports promoter, either in person or via social media, will be suspended for 5 matches and, in extreme cases, may be disqualified from the championship and barred from participating in other Football 7 events.

Note 16.7: Fans identified as supporters of a team who cause issues, disturbances, or acts of hostility during events will be banned from the sports complexes, and the team will be fined R$2,000.00 (two thousand). Note 16.8: A team using an ineligible player will lose points from the last match in which the player participated. A repeat offense will result in automatic disqualification from the competition.

Note 16.9: A team fielding two ineligible players in the same match will be automatically disqualified from the championship and fined R$2,000.00 (two thousand).

Note 16.10: Complaints about ineligible players participating in any match of the group stage must be submitted within 24 hours after the final match of the group stage.

Note 16.11: The maximum period for presenting complaints during the knockout stage is 24 hours after the match or before the next match if it takes place less than 24 hours after the previous match.

CHAPTER VI Officials and Rules of the Game:

ARTICLE 17 - All matches will be conducted in accordance with the official rulebook of the International Football 7 Federation (FIF7), with referees duly accredited by the Commission.
